「県が発表した「基本的考え方」は、公共的施設を「不特定多数の人が利用する施設で、室内またはこれに準ずる環境にあるもの」と定義しており、▽飲食店▽娯楽施設▽学校▽病院▽百貨店▽宿泊施設--など16種を列記している。施設内で喫煙した人や、禁煙の徹底を求める県の命令に従わない施設には罰金を科す。ただ、事務所や共同住宅、施設内の休憩室や倉庫などは適用除外とした。
禁煙条例は同県の松沢成文知事ががん対策として、昨年4月の知事選のマニフェストに盛り込んだ。松沢知事は15日の会見で「たばこを吸わない人を守る条例なので、室内に受動喫煙がない環境を作らなければならない」と述べた。だが、小規模店などから禁煙化による売り上げ減を心配する声も上がっており、知事は「小さい店はなかなかできないので、広さによる適用の除外も今後の課題」と含みも持たせた。
03年5月に受動喫煙防止を定めた健康増進法が施行され、路上喫煙禁止条例の制定が全国の市区町村で進んでるが、施設内の全面禁煙を定めた条例はない。一方、英国やイタリアなど欧州では一般的で、今年1月にフランスで導入され、カフェの利用客らに賛否両論が起きている。」(%%http://mainichi.jp/select/today/news/20080416k0000m010122000c.html,毎日引用)
個人的にはいい知らせです。自分は喘息しているのでタバコの煙に包まれると息が苦しくなる。数ヶ月済んでいたシアトルのレストランは全面禁煙だったので楽でした。

This is nice, I hope Tokyo area restaurants can do something similar where they ban smoking inside the restaurants. I don't know it's just me, but it seems like Japanese people are really inconsiderate about second-hand smoking for some reason :/

A similar ban was put into effect in the US in the state in live in.(Ohio) It was passed about a year or 2 ago. It bans smoking in all public locations. This even includes bars and clubs i believe. I must say i disagree with the ban carrying over into bars. I understand places like restaurants and stores, but people who drink often smoke.I am sure it hurts the bar owners.
I'm a smoker myself, and it only bothered me that i couldn't smoke in the Hero House anymore.(a great lil eatery in Wooster with the best subs around!)

I love the smoking ban in NY. All my smoker friends have already gotten used to it, and the thick fog of smoke that used to be so common in NYC bars are now gone.
I feel that a non-smoker cannot harm a smoker, as the smoker can just go outside to have a puff. However, a smoker can harm a non-smoker, where is the non-smoker supposed to go (if all of the non-smoker's friends are smokers)?

It's a very good idea and luckily Toronto enforced those laws couple years back. I too have asthma and have difficulty breathing, but aside from that I've lost family due to just by chance that in the olden days they didn't have these laws and in the places they worked, people smoked.

That's good that they are trying that smoking ban. Here there is some opposition to it and so while the majority of public places are smoke free bars and more adult oriented places are allowed to choose whether or not they will be smoke free. That's the last hold out though. I think what annoys smokers the most are the entirely smoke free hotels. I get so many complaints from smokers that there isn't any where aside from a couple run down dive hotels where they are still allowed to smoke in their rooms.

I totally agree with banning smoking in public areas such as restaurants, bars, parks, and shopping centres, etc. Here in Australia, it's pretty much all in place. They've even been hinting at banning people from smoking in their own cars! I don't know how one could govern/police that though.

Smoking has been banned in restaurants just before the Sydney Olympics, which was a pretty good move and it has been enforced ever since. It has definitely done wonders but I'm not all that fussed about smokers in general, but I do love to eat when there is no smoke in the air to ruin my food.

Good news ^^ Smoking has been banned in every public place in France since january 1st 2008, and its much more pleasant to go to restaurant for example. There were already non-smoking areas though.
The "funny" thing now, is when who go to night clubs, it no more smells smoke, but it stinks sweat (which was before hidden by smoke) :s

Hahaha speaking of a smoker, I have a friend who's really into heavy smoking. On a daily basis, he smokes about 25 smokes. Funny guy though, I hung out with him on the weekend at a BBQ. He also drank 14 beers that day. What a guy :D
But ya, I'm one for banning smoking. I mean, for one, I don't want to get cancer indirectly. But more importantly, if it helps cut back on the number of smokes the average person takes, then its all the better. The world would be a better place without the smoking industry.
I don't smoke so I think it's a great idea, already seen smokers using a little room outside yokohama station but it looks silly having one or two of those with the loads of people walking around.
About Taspo, sure it was getting personal info but what about the vending machines, a little too paranoid to think that they would read and store all your info instead of just be checking your age?
Wouldn't surprise me if most of the vending machine users were minors so now they have it easier to get ciggies.

Here in Oregon, you can't smoke in any public places. Even at my work, they are having to move the smoking section 20 yards from the nearest entrance of the building. I'm not a smoker, but have friends who are, and they're not to happy about all the bans. Guess they should just quit.

My city has been smoke free in public places for quite some time. The bar owners were worried it would effect business, but statistics have shown business has generally improved slightly, probably because there aren't smokers smoking and driving away the no smokers, who are way more numerous here.

That reminds me of when my brother and I went to Kyoto, and in the evening, we went to a really nice restaurant in the station, and it had a smoking, and non-smoking area. Now both of us hate smoke, but there was a long queue to get into the non-smoking area, so we figured, the smoking area can't be that bad, so we opted to go into there. Little did we realise, on going int, they close to door behind you, so its like your in a death box...Needless to say, we moved back into the non-smoking area ^_^

I once experience once sickening moment. I was doing stock take in an oil refinery. Everything was except that the person who is guiding us is smoking on top of the oil tank.
On his left hand is the measurement tape, on the right is his cigarette. I was at the railing... too afraid to move. He was like why are you so far, you can't see the measurement. I was like omg, oh well, if the dude's cigarette mistakenly drop into the taken, I will also be a gonna since I am on top of the tank anyway.
Stock was accurate however I reported his negligent lol. You don't smoke on top of the oil tank while conducting stock take!!!!

I think this is a good thing. Smoking is banned in all restaurant here in Boston; if you want to smoke, go outside. My school started last fall also ban smoking in all campus area; well not sure where people smoke now tho.
Quit smoking is hard but three of my friends did quit it.

One more step towards banning smoking, period. I hate seeing people I care about struggle with addiction, and I have a friend whose father died of lung cancer when he was just a kid.
We have a public smoking ban here too and I love it, but the only problem is you sometimes end up with crowds of smokers hanging out right outside the doors so even though it's outside it's crowded enough to fill the air with smoke, in the one area you have to pass through to get inside.
On one day when apparently the weather was right and the smokers all decided to come out at once the entire quad at my schools campus was filled with smoke in spite of being our little slice of outdoors park area. :(

Smoking, in my own mind, should be decided upon by each individual owner since it directly affects their businesses. Why not create a non-smoking section incentives for establishments than a ban in prescribed places? I'm not certain of how things are in Japan, but if I didn't like smoke in say a restaurant in the US, I'd just not patronize that particular restaurant and perhaps openly talk to a manager about the issue if I ever wished to return. But hey, it's not the United States so prohibition of certain products might work....

Fantastic news! I've been to Tokyo, Paris, Barcelona and Rome over the last two years and I can easily say the worst part about being there was the smoke. The hard part is that it's so ingrained within the culture-- tabacco stores are never more than 5 minutes apart, and the long dead days of the cool smoking cowboy are still alive abroad.
Here's to hoping that my next visit to Tokyo will be smoke free!

We got a similar regulation here in germany just recently. Smoking in public buildings like restaurant, bars etc is forbidden nationwide - but the degree of exceptions for that law depends on each state. Made a lot of fuss here and some small bars (we call it "Eck-Kneipe" - usually really small 1-man-driven bars) even went to court to take action against that law ... and won ;)
I, ex-smoker - clean for 11 years now - personally like that law, makes it so much more comfortable to go out.

I was a bartender for a while in the U.S. and when they made my state smoke free, there were many bars that had to close because of it. So, be careful what you wish for. You might lose your favorite place.

I've grown up in california. So for much of my life I can remember not having to deal with smoking other than people on the streets. And on another note San Jose State, the school i goto, was looking into a measure to ban smoking on campus entirly. For the most part in the US California leads the way on smoking bans.

looks like it's a global trend to ban smoking in public places. I tend to get sick when exposed to smoke so I can't go to places where I can expect smoke (like bars, discos...) and no I don't have asthma.
Whenever politicians talk about smoking bans some politicians always have to talk about personal freedom. None of them ever talk about my ability to go to interesting places without having to call in sick for 3-4 days afterwards (and I don't refer to drinking).
I'm in favour of a complete smoking ban (not just in public places) because we (the non-smokers) has to pay the price. Just look at the number of people ending up in hospitals due to smoke (even some non-smokers) and they leave the workforce. As it is now a whole lot of countries have problems with workforce in the future (just think of Japan and the number of children). Smoking just makes this worse.
Also research tells that smokers adds a lot of short breaks during a workday to tend to cigarettes and it adds up to a total of 30 minutes every day. Usually this results in adding a workload on non-smokers.
Another reason is that a lot of young people start smoking cigarettes to make their bodies used to smoke so they can move on to cannabis. Cannabis tend to lead to harder drugs and again society end up with an issue (not to mention that drugs are produced by terroristic organizations like FARC and hence funds terror).

You can smoke outside as long as it's far enough from a building entrance. There is a minimum distance between the building entrance and the smoker(s).

I agree that smoking in restaurants should be banned, but not in bars or Pachinko parlors. I think some bars should offer smoke free environs by choice, not by force. The smoking ban here in New York state had caused major problems, especially with businesses like Bars, since most of their customers were smokers. The Ban was put in place to protect the health of employees, but I look at working in a bar as an assumption of risk with the affects of 2nd hand smoke. As long as employees are aware of the risks, there shouldn't be a ban on smoking in those locations. Restaurants are a different story.
For the record, I'm a non-smoker, and have never touched cigarette in my life.

But I know people who has respiratory problems and notice how hard it is for them.
Some places should completely ban... and some should just create reserved places or areas I guess.
We saw some pretty heavy smoking while in Japan... I remember having to pass on some smoking areas (cars) inside a Shinkansen.. it was like, WOW, almost couldn't see the end of it so dense was the smoke.
I guess it's pretty annoying for smokers, but they have to understand it's a health issue, not just convenience.
And specially in Japan, where people actually uses masks to avoid spreading the flu to others, it's interesting how long it took to solve the problems with second hand smoking...

Well, I think that is a great idea, using driving licence as proof to buy cigarettes.. Singapore did enact a law not to smoke in public areas like bus stop, covered walkways and restaurants..

nice, i hope they pass the ban. I remember reading your post about smoking before. Now i rarely see anyone smoking when I go out, but before when I had to take metro, there would sometimes be a person smoking by the entrance. While smoking is a personal choice it sucks that people who smoke close to non smokers are making this choice for you (non smoker).

No smoking in public spaces is a law that many countries have adopted recently. Seeing that Japan follows the trend quite makes me happy.

I'm a non-smoker, I have mild asthma and therefore can't stand smoke, but I still don't believe it's right to impose a ban like this. People can move about freely if they really don't like the second hand smoke or they could politely ask the smoker to move or put it out, anyone considerate would do so. But the government banning smoking is wrong, if they are going to keep cigarettes legal then that should mean anyone should have the right to use them when they want. It's taking away rights and limiting people's freedom.

As much as I like non-smoking, government shouldn't have to make legislation to do this. It's one of the idiosyncrasies of democracy where rights get restricted or taken away under the image of a just cause. Instead, the government should encourage public health education and instead generate a social movement among people to stop smoking.
It should be like taking off your shoes in a crowded room--you don't do it because you know it is not the place to do so, or because of the social stigma it would cause you.

I don't like smokers but a ban on smoking seems too draconian for me.
Instead we should educate people about how bad and addictive smoking is and how it doesn't help to improve anyone's life.

Hmm, where i lived smoking is banned in all air-conditioned places after that it was taken further to restrict the number of smoking tables allowed in the alfresco area (think ~10%)
given the small percentage i believe its just a token to pacify smokers ^^;

as a former smoker (8 months and still counting) I would have to agree with the whole ban in restaurants and hospitals. But Pachinko Parlors and bars? Do they even know what kind of people go to those places? And what's up with the whole warehouse thing? Am I meeting with some Yakuza while I smoke there?
i do not support the ban in discos, bars and other "red light" places. Not too many kids, older people or the weak lunged end up there anyway.

Its a good thing to ban smoking, but not in bars, parlors etc (like the member above mentioned). Another thing that has me iffy about the idea is mentality. Yes some are REALLY necessary for sure, don't get me wrong, but not a lot of people can easily say "oh ok I can't smoke here? No problem". Hell no, others will go balistic, you know. I mean here in the states yall' know (yes I was raised in N.Texas, haha) someone will start some protest gone riot at the drop of some ban they feel unnecessary. I don't want Japan's peaceful image to go down that road.
And the last thing we need is the Yakuza going balistic because they can't smoke in bars anymore, haha (at least not when I move there, sheesh).
My dads' been smoking since before I was born, and still does (I'm 29), so believe me, banning smoking in his case would be great, haha. I hate the smell of it.

A lot of diverse and interesting posts here for both sides of the issue. One of things I love about Japan is how people have always seemed so tolerant of smokers-- I do like cigarettes and really love the freedom to enjoy them there.
I totally agree that non-smokers should not be forced into exposure to second-hand smoke. Japan, however, has some of the most respectful and considerate smokers on the planet, from my experience! Facilities for smokers are well-placed EVERYWHERE, too-- even inside Narita airport (YEAH!!). I don't think shops in any other country have personal, portable ashtrays for sale-- i bought one during my last visit in August.
A smoking ban certainly wouldn't change the fact that I LOVE JAPAN, but I would be a little bit disappointed if my freedom to indulge in a nice pack of Mild Seven Lights was restricted.
Im a smoker, and im all for banning smoking where people eat or have to wait as long as theres some small room where you can sit and enjoy a cigarette with your friends without having to go out in the rain or cold. I dont want to have someone smoking while im eating, too.
But i cant understand banning smoking in bars and clubs. at least where i live the big majority who goes to bars or clubs are smokers. I think, Im a little old fashioned concerning this, espacially bars. It doesnt feel like one if theres no cigarette smoke in the air xD. It would be more like a store with high price tags... Since the day the made the rule that bars have to have extra smoking areas many had to clos in my neighborhood. The only one that survived had is now a smoker club where you have to be a member which is no problem just signing a small paper. And now even non smoker think it was a bad thing to ban smoking in bars if the only possible way to survive for a bar is to become a smokers lounge...

I feel for you man. I'm a smoker myself, and while I do not condone smoking in places like malls, restaurants, offices, etc., I do think going as far as to totally ban them from bars and clubs (and cafes) is absurd. Smoking is part of the whole socializing process in such places, plus it's also a great way to weed out "kids," haha. I think people should be offered choices, such as that smokers' club you mentioned.

It's about time they banned smoking somewhat but they can do much more. Some restaurants, most bars, and all clubs need smoking bans. When you come out of them, your clothes need quick washing or they permanently have that horrible tobacco smell.

Personally I think it's a good idea in principal, but I'm a little jaded on the subject as it's being taken too far in Ontario.
Yea, smoking's bad for you, but so is most fast food, or alcohol.
So anyway, in Ontario you must be 10feet from any building entryway. And recently they extended the definition of a "place of work" to include company vehicles, which would inculde my service van.
I enjoy the odd cigar once in a while, and smoke colts maybe 2 or 3 times a week. I could be fined for smoking all by myself while driving. That's wrong.
As a slightly related note. I heard yesterday that there's a campaign going on to impose fines on second hand drinking... huh? As far as I understand they want to be able to fine you for being drunk around someone else, I guess because there's a possibility you could do something stupid and injure them...

Over here in the Netherlands, smoking is prohibited in nearly all public areas. I'm very happy about this, because my parents used to be heavy smokers and I absolutely hated the smoke.
Also, Danny, thanks for using your Mizuki figure in that picture - it reminded me of its existence. I had wanted to buy it a long time ago, but it totally slipped my mind. I found a nice one on eBay and will most likely buy it. :3

Non-smoking areas in Singapore were implemented sometime a while back and they have been increasing over the years; there are very few places a smoker can smoke without being in danger of a fine slapped on him. However, the areas where it matters most(eg. open-air food centers) are mostly unaffected; the hawkers inside are very afraid of chasing away the smokers who do it even with the "non-smoking" sign for fear of losing customers. But the ban is working generally well enough.
So glad they band smoking in public area in the UK ... i use to get burn marks from cig because of ppl smoking in the dance floor in clubs... now i could go clubbing and reach home without smeeling like smoke...

Illinois prohibited smoking in almost all public areas on 1 January. I am asthmatic at times. It was bizarre, but I was unable to go to one of my favorite taverns here in Chicago (one which gets a postcard from Tokyo when I go there) on its first night of being 'smoke-free' because I had the strongest asthma attack in 15 years over New Year's Eve.
The thing with laws mandating 'no smoking' is that also to reduces a proprietor's competitive edge of deciding whther he|she wants to court smokers. The bar mentioned above *absolutely* should have gone non-smoking years ago. (It has Hitachino Nest beers.) But it worried that if it did, it would lose a good deal of its patrons to nearby taverns _which allowed smoking_. [e.g.: Non-smokers will go to a tavern for smokers; but smokers will not go to a tavern for non-smokers]
Now, you can't smoke anywhere in the neighborhood. The tavern seems to be doing well.
I think it will take a few more years for Tokyo to go non-smoking in venues. But at least, now there are resaurants and taverns opening which have designated themselves non-smoking.
That did remind me of a 'huh?' episode when I was in Tokyo back in September 2007. I went to Koenji to look for records. I went into a Freshness Burger for its lunch special. Ten minutes later, two females sat down at a table about 12 feet away from me. One was wearing a breathing mask. They ordered. While waiting for their order to arrive, the one wearing the mask pulled it down, and proceeded to ignite a cigarette. I double-clutched in order to prevent myself from uttering, "You know; your health ailments could be self-induced."

I understand the need for public places to be "smoke-free", but sometimes the lawmakers take it alittle to far. In CA I believe they are or have passed a bill were in certain apartments you can't even smoke in your own house?! I just don't get it sorry, if I'm in the main lobby sure, next to the door fine. But in your own room?, come on!!
