Japanese Police

Some terrible news here.
Its been raining very hard lately and in some places of Japan we get floods. A Woman aged 45 drowned after being trapped in her car by the flooding water. The water pressure prevented the door from opening.
Prior to her death, she called the emergency services who didn't dispatch help - despite also being called by a person who witness the woman's car being trapped in the flood.

The emergency services later said that they were sorry that they didn't send anybody to help and that they simply made a mistake of thinking that help was already on the way.
When I heard that I was like "wtf..."
