Isn't the loli loitering on the first panel?

Accurate depiction of an average otaku

Also: If this was a sequential sort of thing, I'd say the 5th panel would have that weird beast thing saying he was a furry and was actually gonna help the child molester otaku rather than saving the loli. :P

I know this is meant to be an instructional thing, but art-wise, the final panel stinks. I can't tell what that muscle-dude is trying to do- they should have made his beat-down of the attacker more obvious. Right now, there are several options:

    1. They are really near a running track, and that's one of the runners running by
    2. The police mascot is about to administer a beat down on both of them.

So seeing as how my Japanese isn't all that good, my interpretation of this poster is that
[First panel] the guy is an out of town tourist that got lost and separated from his sightseeing group and wanted some directions from the girl
[Second panel] the girl was lost in her own thoughts when all of a sudden she notices the man asking her for directions
[Third panel] the nice girl takes out her cell phone and decides to call up the tour guide so that the man could get reunited with his group
[Fourth panel] out of nowhere a guy dressed in a pikachu suit jumps out and attacks the girl, fortunately the guy was able to grab the girl and protect her using his body (its all about perspectives here)

the girl is touched by this act of heroism and the two live happily ever after. the end.

ahh now i see why many backpackers will have hard time traveling in japan....

    "Ignore strangers"

double sided coin effect, isnt it~

tho somewhat i've been in that situation...was traveling alone and it was night already, and i forgot to exchange my currecies~ there was a women walkin down the street with her dog...kinda startled her when i asked her bout direction...

after seeing that poster....i wonder what would happened if she called the police or start screaming...........(scene not in japan tho)
