You be arrested for looking

A disabled boy was on the train and looked at a girl for a length of time. The girl called her parents on her mobile and arranged for the police to arrest the boy when he got off at his station.
The boys father was worried when his son didn't come home on time and finally received a call from the police.
The boy had no evil intentions whatsoever.
This reminds me of when I was working at Japan Airlines back in the UK. I was doing a tarmac transfer with my colleague and we were on the bus. I was sitting facing her looking out the window. After a while, I looked towards her and at the same time she looked at me. To her it probably looked like I was staring at her but from that day onwards, she became very spiteful towards me.
I think it was her way of saying "I'm not interested." She must have thought highly of herself to think that way.
There was another occasion when I was on the top deck of a bus staring blindly out the window. The direction I was staring in had a car with a driver stopped at the traffic lights.
I didn't even realize that I was looking at him because I was just gazing thinking about something else.
The man got out of his car and started to shout "what are you looking at?!"
When I realized I just looked away. This was about 15 years ago when living in London.
