If you like school girls with short skirts then you need to go live in Kyoto.
There you will see an average of 16.7cm (length from knee to skirt) - loads of juicy thigh.
Bad news for folks who live in Hyogo prefecture where the length is *minus* 6.1cms!

It has been suggested that the ideal ratio is 4:1:2.5
That being, the length of the skirt : skin visible : length of sock above knee.

That being said, this was measuring skirt to knee, so zettai ryouiki doesn't apply.
Quickly! A study must be established to discover the best prefecture for thigh highs!

What's the average in tokyo? Around here we have varying length for the skirts. sometimes its about 3 inches past the knee sometimes it's the opposite or somewhere in between. Would love to see a school that implements the kind like those in ikkitousen though. heheh

Went to a catholic school. They weren't very strict about it except when they had an audit, the teacher would make us kneel on the floor and the skirt had to at least skim the floor when kneeling.
Most girls would roll their skirts at the waist, but it looked pretty bad, you can tell the girls in the photo have rolled their skirts as the skirts don't look fitted.
