Was at a comrades place yesterday who is currently studying a most interesting subject - Japanese school girls ^^;
He had these up on his wall - posters which are being used in the Niigata prefecture to help discourage school girls from rolling up their skirts.

The pink poster says "By putting in more effort, you will do well for both study and (extending) your skirt length."

The following news report covers how school girls in Niigata have the shortest skirts in Japan. This school has some bloke going around school warning the girls about their attire and asking them to roll down their skirts.

I think this is an old news report though.

Most high schools issue a standard uniform. The length of the skirts by default extend past the knees. The short length of the skirts are achieved by rolling them up as you can see in the video.

Folks who run schools are generally not happy about the short skirts and want them extended to default length.
The reasons they give are things like the girls getting ill from catching a cold (from wearing short skirts) and because of some incidents where some girls had their skirts cut by perverts.

The skirt on right is a standard skirt but the one he left has been developed to stop the girls from rolling up their skirts by making the whole skirt messy after a rollup attempt.

    I don't know, on principle, the right one would be considered more moral...

    But darn it, I'm a guy, and I'm going with the left one. (^.^) The short skirt is the cornerstone of schoolgirl moe and should be kept as such.

    That is, only if the girl herself is alright with it. If they want to roll up their skirts, why stop them?

      I voted for the girl on the right because I thought she was cuter than the one on the left, never mind the clothes. ^^

      Personally a skirt in between those two in length would be my preference.

        I voted on the right one too because I thought she was more kawaii ^^ I will also agree with you on a skirt length inbetween the two as well. However, I am not going to lie and say I don't also like the sight of some thihg either ^^.

    It all depends on how short the skirt is going, really. I have no problems in saying that in most cases I prefer how a skirt looks when it does not go below the knee, but there is definitely a "too short" - when the girl can barely move or can't sit down without flashing, for example. I find it a bit off-putting when a girl seems to have no modesty in her attire.

    Incidentally, was the comrade Brian from Kotaku? I remember reading that he was writing a book about schoolgirls. That thing is surely going to sell very well. ^^;

      I agree with Kogan on this. Modesty is quite important. Once a skirt hits the "too short" area, well, it really doesn't say much about the gal, but it makes me wonder sometimes. Although too long of a skirt should just called a dress. *Shrugs* But something in between girl A and girl B would be most favorable. ^ ^

    Obviously the reason is not to prevent the girls from catching a cold... No one cares for the health of their students... The real reason is morality, and let me tell you something, to judge someone's morality through his/her clothes is very, very dangerous, both for the individual and for the society. I say keep the skirts short.

    Back in my day, all the ladies uniforms of varsity gymnastics team had their skirts about that short. And they were MADE that way. Also making a stink about "certain" dress codes only made us want to go against it more.

    Back when I was in high school, girls used to do this all the time. Right now, schoolgirls over here look like they are in a rap video or something like that. Skirts are way too short lol. Not that I have a problem with that, but damn...sometimes I'm amazed parents let them go to school like that.

    I think skirts themselves already don't cover enough to keep warm, rolled up or not. Really the best way to keep your legs warm are with pants. Or long underwear.

    I say let them choose either the same pants the boys wear or the the normal length skirt. I bet if it's between plaid trousers and a skirt they'll pick the skirt.

    I think that if the girls wear longer skirts it could be beneficial to the boys too. Following the same line as the train incidents Danny's posted about, a school girl with a short skirt could wrongfully accuse a boy of staring up her skirt (say like, if the girl happens to be higher on a stairwell than the boy). With the longer skirt this wrongful accusation would be much more difficult to prove, if not impossible to pull off.
    I don't live in Japan and have yet to go there so feel free to pick apart my theory.

    Girls here too roll up their skirts (Very common), but the weather is hot here, so they still have an excellent excuse

    Yeah, I think the ratio from the length of the skirt to the wearer's legs should be properly accounted for. There should a study that finds the Golden Ratio for Skirt Length should be done. I smell a social experiment here. The length of the skirt might vary, but the overall affect should similar.

    Re: the poll, while I think the left is inconveniently short, the right is at a particularly unflattering length. A little above or a little below the knee looks fine, but right at the knee just looks frumpy--just something about how it sits against the joint.

    I often see this short skirt thing when I was inside the train every morning and sometimes they rolled their skirt length which is like a mini skirt. But unfortunately they have skills to cover up their pantsu from getting seen unless the wind blows very hard like what you see on animes. ^^;;

    As a girl, I actually prefer the shorter skirt look. It's very cute. The shorter skirt length demonstrated in the video isn't ridiculously short. It's a reasonable length and covers what needs to be covered with reasonable room to spare so that nothing shows when you're sitting down (provided you're careful not to sit with your legs apart). It isn't vulgarly short like Christina Aguilera's mini-skirts, for example. The girls have the option to wear it short or long and I think that's fine as it is. When everyone is forced to dress like clones, it's nice to have at least SOME variety and choice.

    What I simply cannot fathom is that they're wearing skirts IN THE MIDDLE OF WINTER. Bloody hell. I'd freeze my legs off if I wore that here in winter. I don't know how low the winter temperatures are in Japan, but in Canada, your legs would be frozen icicles before long. And in response to the guy who recommended nylons to keep them warm, I can assure you nylons don't do much at all in terms of warmth. It's the equivalence of using tissue paper as a scarf.

    P.S. Strict rules of any type (including clothing) just make teenagers rebel all the more.

      Especially when it's -20C with a wind-chill driving it down to around -32C like it was today here. I can't imagine any sane girl wanting to wear any kind of skirt in this weather. <brrrrr>
      Though, the skirts worn by the students (Seifuku) around here are hawt. :p

    Personally I don't see anything in it, being a female myself.. I'd like a skirt that I can bend over with, without anyone seeing my freaking underwear :/

    I prefer not too short but not too long. I've seen it so long that it goes well over the knee showing no skin at all ): As well, as so high that they look like mini skirts.

    My preference is a few inches above the knee. That, in my opinion, looks the cutest without looking too....sleezy.

    On the other hand...I did almost see pantsu yesterday while walking up the staircase outside the base, so short skirts are good in their own way as well. :3

    Ah, the ol' skirt roll. I went to an all-girls high school in Sydney, and pretty much everyone (myself included) used to do this :D

    I didn't vote in the poll though, Danny, because I can say from experience that both pics were too extreme to be comfortable. Depending on your height, most of us found 10-20cm above the knee to be about the right length. Obviously, our school thought differently : P

    I just do the bend over rule. If I can bend over in a skirt and no panty is visible then I feel fine. Both of those lengths are cute. I would probably alternate between the two. :P

    Omg though, I would not walk in the snow with a shirt skirt!! I would wear pants (even if it broke the rules) to school or wear the thickest stockings/socks ever. This imagery of them trudging through the snow strikes total fear into my Florida-raised-girl heart. xD

    It is actually a myth that you catch a cold from the cold. You only can get hypothermia from being in extreme cold as well as other things like frost bite. Same goes for wet hair. When it is -30 c out here I sometimes have some wet hair I get sick around once a year.

    Shorter is ok, I mean it doesn't have to be super short. Long can be good too actually. Incidentally I had heard this week that there was a poll that had something to do about girls wanting to wear pants for a school uniform now. My old school used to have shorts for girls back then.

      I always saw school uniforms as a sort of way to prepare teens for work uniforms, obeying required guidelines, etc.
      Work places don't take too kindly to people 'individualizing' their uniforms, so the girls have been very lucky to have such lenient schools D:

      (I think I have a 'wear your own clothes how you want, wear their uniform how they want' opinion about this)

    They look a lot better with short skirts. Japanese girls in general have short legs and long skirts only make them look shorter.
    Somebody ought to tell their teachers that you don't catch a cold by being exposed to the cold. The common cold is most often caused by infection with one of the 99 known serotypes of rhinovirus, so cold weather has very little to do with it.

    The skirts done by the girls in the video is acceptable and its not in the "too short" range where you will be in risk of flashing your pantsu to others. If it's in a cold day a long skirt would be nice and warm while a short one might send chill to their delicate body.

    Here in the States we have a similar situation with girls' Catholic parochial school uniforms. Often girls wear their skirts quite short, and wear bike shorts underneath for modesty's sake. And here in sunny SoCal cold is not an issue usually. And yeah, there apparently are lots of guys here who end up with a Catholic School Girl fetish.

    I think they are over reacting ^^ Those skirts weren't even that short, and the longer skirts make them look like grannys. It's strange because why aren't the girls allowed to wear pants? I mean, if they are so concerned with them catching colds, allow them to wear long pants in the winter in order to stay warm. Women wear slacks in the work force so there is no excuse. (But skirts will always be cuter ^^;)

    And for the pantsu issue, they should just wear boy shorts underneath XD
