Smoking Manners in Japan

In Japan, they don't encourage you not to smoke. Instead, they encourage you to smoke with manners which is basically "don't walk and smoke at the same time", "don't throw your stub on the floor."
And how do they spread this message in Akihabara? By getting maids to hand out ashtrays.
