Update: Apparently this is from the Byelorussian Soviet Socialist Republic and not Russia. Please forgive my ignorance.

    Looks like Kagami moonlights in the land of Cossacks and Vodka. Those candy bars on that page seem to have a lot of manga-inspired characters, but the only one I can recognize is Haruhi.

              You pointed to an article about a country which is long gone and wasn't actually a country but a part(socialist republic) of Soviet Union (aka USSR/CCCP, all those movies about cold war etc.) which doesn't exist anymore as of 1991. Belarus, as it is know is a "free" country now (but still under a lot of influence from the Russia). The collapse of the Soviet Union was kinda big news on the TV back then.
              So the correct article would be http://en.wikipedia.org/wiki/Belarus ...
              I'm just surprised that given the amount of readers nobody pointed that mistake earlier... O.o'
              Hope it doesn't come out as if I'm that lil annoying guy that has to point out all those mistakes that some ppl make from working too much etc... ^^;

              I think it's sometimes when it comes to something that specific, some people kinda didn't care about it, and skimmed over it easily, which can be a bit saddening for people who knows a lot about them or live around those areas. I got quite a lot of people brushing me aside saying "Oh Chinese, Japanese, Vietnamese whatever they're all the same etc" back in the past so I kinda know that feeling when felt a little ignored

    At least this looks better than the Haruhi copy. Kagami definately looks kawaii but I still think she looks better in her normal hair color/Miku cosplay. I know this is wrong because of copyright infringement but it's not like China doesn't do things like this either. I remeber seeing quite a few Chinese copies of Transformers that had a few different paint colors here and there :).

    The company that made the Haruhi product is from Belarus; the company is located in Minsk (the capital). They also produced other anime style packing.

    However, I cannot tell where this product is from, but I will guess either Russia or Belarus.
