A school girl aged 15 was suddenly stunned in the back with a stun gun while riding her bicycle which left her unconscious for a while. The girl said that she heard an electrical buzzing noise and felt pain before falling to the ground.
The girl did manage to look up and see the culprit escaping - including his number plate.

The culprit was a man aged 38 who was later arrested by the police. He later said...

I wanted to try out the stun gun...

I would like to ask why he didn't try it out on his dolphin.

Stun guns seem to be readily available over here - a quick search brought up this site which sells them starting from about 8,000 yen.
You can even get stuff like this which releases 500,000 volts - for just 24,500 yen.

    Trying a stun gun on a pedestrian riding a bike where she can be in a position for a big collision is idiotic. Sadly things like these are becoming more common in all modern society. Or at least we hear of them more now.

    Wow... he "wanted to try it out"... just wow. At least the girl was able to catch his license plate (does number plate = license plate?). Speaking of which does that mean the guy essentially did a drive by... only with a stun gun/taser? o_o

          Whenever something like this happens, I say there are 4 scenarios possible:

          1: somebody is jailed for something he didn't do and his homecountry tries to get him back right away
          2: somebody is jailed for something he didn't do and his homecountry don't care
          3: somebody is jailed for soemthing he did and his home country tries to get him back right away
          4: somebody is jailed for something he did and his homecountry don't care/accepts the trial


          It's my impression that 3 is the most common. I think 3 is a misunderstanding because basically it's the same as the home country saying "you are allowed to commit crime. If you are caught then we will use political power to ensure that you don't have to deal with the consequenses".

          The state should encourage it's citizens to behave themself in other countries since they will be representing the country. The current protection strategy means that the state can make it's citizens behave poorly in other countries.

          Imagine having your car vandalised. The police catches the vandal and it turns out to be a foreign citizen. The police then have to let this guy go just because he is foreign and his home country requests it. You will likely be upset with that country.


          Note: it's isn't aimed directly at Michael Fay as I only know about this from wikipedia. I will not judge anybody based on such poor sources.

    If I had a stun gun and wanted to try it out I would just get a bunch of freinds together for a drinking party and eventually one would volunteer. That way its fun and hillarious!

        I think with Jackass, they would volunteer to do things like this without the drinking ^^;

        I remember watching a couple episodes. I think one of the funnier ones was when they went into a Big Box hardware store (Home Depot?) and tested out their toilets on the spot. The reaction of passer-bys were priceless, especially the ones who took a look after they left the scene.

      its not the voltage that causes problems, its the amperage applied to it. you can get a high voltage with low amps and get a terrible dibilitating shock. if the amps are high you would be fried.

      As said, it is not the voltage but current that kills. But they're all related, according to ohm's law if we consider the resistance of something constant (like a human body for example) higher voltage generally means getting a higher current, so high voltage might be considered dangerous but it is not the voltage that kills it is the current. You can get a very low current with a very high voltage and don't die. For example defibrillators used for patients whose heart stopped can apply 1000V-1500V which is enough to stop a living persons heart as well, you don't need to go as high as 500k volts, or even 1k volts.

          I think it's 50 mA. If we bypass everything and give it diretly to the heart then 50 µA should be enough to cause havoc. Luckily it's usually locked away in the chest and not directly exposed.

          This is btw the reason why it's ok for an electrician to work with one (preferably left) hand in the pocket. The heart is in the left side and if you get an electric shock, your chance of no permanent damage is much higher if the current goes from your right arm to your legs rather than from one arm to the other one.

          I did hit live 230V twice D:
          Luckily both times was just from one finger to another place on the same finger. Both times were with wires that was supposed to be disconnected so it was a switch malfunction one time and crappy electrical work the other time. you really are supposed to go to the fusebox and disconnect to be sure before touching anything ^^;

      I was thinking the same thing. Maybe somebody saw him or at least he thought that somebody saw him. Actually we don't know if he touched anything. Odds are that the girl wouldn't remember if that's the case.

        I never heard about this before. Doesn't look like he got stunned multiple times for not showing his student ID. From what I read on wikipedia I think this is what happened:

        -the guard checks student ID cards for everybody in the library at 11:30 PM. This is likely standard procedure during the night.
        -one guy fails to show his ID
        -the guard asks him to leave since the ID is the permission to stay. He rejects
        -police shows up

        -police asks him to leave. He still rejects. A fight breaks out (this is my guess. There is no evidence of this but it seems likely based on the next event)

        -the police stuns him on a low setting several times and asks him to stop fighting. (there is no reason to tell him that unless he puts up a fight)

        Some people breaks the rules and sees the guards/police as bad people. Ask a burglar if the police should patrol the streets ;)
        There is usually two sides of every event and you should be careful not to blindly believe only one side.

        I know of another incident where the police stopped a car and searched everything. The driver called it harassment and racism afterwards, totally ignoring that they did that because they had reason to suspect that they could find stuff in his car. They did find illegal firearms and drugs, yet the newspapers were more willing to write about police harassment and racism.

    Wow... I wonder what that guy was thinking to shoot a 15 year old girl with a stun gun... You would think most people would think that kind of idea and then think BAD, and not view that kind of idea as a good chance to stun someone. Although its kinda funny that the girl was able to catch the dudes number plate while falling of a bike, and being stunned.

      Who knows what he was going to do next if he hadn't been caught. I know some video material have stun guns in them. Perhaps he watched some.
      Hopefully it wasn't like that and he learned his lesson that it's not a toy but defense weapon. Perhaps they should be sold only to women.

      Stun gun... As in a gun that shoots out two wires and latches them to the victim, who then gets a huge jolt of electricity. It's a long range variant to the taser.

      But yeah... It's a nasty piece of work. And while it is not as lethal as a gun, it can still cause a person to be killed if not used properly.

        You're confusing stun-guns with tasers. In most countries tasers aren't available to sale for the general public. There's also very few instances of taser induced deaths; most of the time it involves zapping the victim several times in short order.

    I must confess. This reminds me of the time when I used to be into the WWE (when it was called the WWF). They had this grudge bit where a wrestler called "The Mountie" toss water onto Bret Hart and then immediately used a cattle prod on him.

    I definately think that his story about wanting to try out the stun gun is a load of crap. I agree with others who said that he was probably thinking about messing with her but thoguht someone saw him so he left. I think just punishment would be to shock him a few times in the family jewels. More than anything, however, I am happy the girl didn't get hurt by falling off her bicyle or getting kidnapped by this guy.

    I heard something about that here in the us where a 13 year old or so was tazzard and few cases of young kid getting tazed. That is excessive force by police and it could kill them if it is used too much. Also there have been some long term complications of being tazed (worse for kid with there bodies still growing.)
