How do you identify a good ramen (noodles) place from a bad one in Japan?

The answer is simple - just look for the ones with the longest queues.
Walked past this last night in Matsudo where the Good Smile offices are. There are many restaurants in that area but this was the only place that had people queuing up to get in.

I would only queue up for food if the waitresses were maids. This place however looks void of any moeness at all.

Back in the UK or even when I was in Seattle, I would never come across an establishment with hordes of people queuing to eat. Do people do this in your region?
