Singapore Fines

I heard a lot about Singapore and fines before - in particular jay walking and chewing gum (?)
Do they have these rules because they are commonly performed? Are there similar laws in your neck of the woods?

Reminds me of how some elevators in council houses back in the UK stank of pee.

    Yeah fines are the way we do things around here.

    I tagged along on an operation once to catch people smoking duty unpaid cigarettes and you'd be amazed at the number of fines we issued in one night.

      not much pple perform these acts now since there's the fines, but for those more "rewarding" ones like trafficking and unpaid cigarettes ( as above), the fines are exercised more than the whole of pple in DC exercising their d_lph_ns. ( buy a vowel?)

      mostly caught i believe would be speeding, drunk-driving, and unpaid duty stuff.

        anyway cigarettes sold in sg now have a duty paid stamp around each individual stick, so be careful if you bring any smokes in ^^;;;;;;

        It's quite common, eps in the HDBs (government housing buildings) in some particular areas..

    A key reason to prefer Japan - elsewhere in Asia it's necessary to legislate behavior such as where NOT to urinate, to ensure they flush a toilet, etc. Without this the city would be a pigsty. A "modern" city? Hardly. More advanced than other Asian cities outside Japan? Yes. And that is sad.

        Its silly too, cause in the US (At least any place in the US that I'm aware of) pedestrians have the right of way at all times on any roadway. Even on the friggen' highway, where it's illegal for them to be in the first place.
        So, we can get fined for it, even though we have the right of way. Kinda screwy, no?

    There are fines in Los Angeles but it's not like their a big deal. Unless you j-walk anywhere near an LAPD officer on a motorcycle, those guys are the worst. They even hide in corners to see if anyone is speeding or runs a red light, or makes unecessary turns at an intersection.

      It's been a while since I've last been to LA but they've also got a big problem with people peeing where they're not supposed to. The worst one I've seen was while at a restaurant and noticing a person across the street going on a wall....one reason why I prefer not to sit near a window while eating....

      Red light and speed cameras took most of the work off cops around here. I don't mind them much since they do in fact make the streets safer. There's this one straightaway stretch of road near a school I pass-by all the time...usually two or three accidents a month due to speeding, some so bad they ruin the day. Once they put in a speed camera...no accidents since.

        Lol.......urinating is normal now. Almost everyone does it. Try spotting people doing, well, let's call it number 2, all over the place. I think peoples 'number 2' is far far worst than urinating where they are not supposed to. Usually it's the homeless but then again giving a homeless person a citation is pointless. Where are they gonna get the money to pay the fine and what makes LAPD think they won't do it again? It's actually bothering me and this happens anywhere surrounding the Skidrow area in Downtown Los Angeles.

          True...as gross as it is. Down here we had the same problem with homeless people doing their business. But it was mainly on the train platforms where all the people stand and wait for the line to come in. The underground stations are considerably nicer than outside.

          They setup more enforcers to watch for that since it started to hit news when people commuters complained about how when they reach their stop they have to watch their step.

    I can't read the last word on the left-most, second row. "No eating and drinking in...where?"

    For the most part, those fines are understandable and usually part of law in many countries...public urination, littering, possession of drugs and/or potential HAZMATs, vandalism...

    The feeding animals fine is a bit much...but may be considered littering so I can see where they're coming from. Chewing gum is also too much.

    Jaywalking is technically illegal here, but considered so minor that it's barely ever enforced unless the person committing the infraction is disruptive and possibly a threat or in a potentially hazardous state (i.e. Under the influence of a controlled substance...). Once in a while though, but still rarely, you'll encounter that very zealous police officer who will go ahead and take-down a jaywalker.

    Don't believe me? look at the picture above. Feeding pigeons will cost you 1000$ but 'urinating' in a public building? well that's only half as bad

    The 'claim' is that people chew gum and spit it on the ground making the country dirty
    In reality, it is only the Southeast Asian natives who are accustomed to littering, most travelers do not litter

      I hope by "Southeast Asian natives" you meant "locals" because otherwise you just sound prejudiced to me.

      And honestly, there is no need to set up fines just to ripoff tourists. The Government sets up fines and do you think they would do so to earn money out of tourists that way? That's like killing the goose to get the eggs.

      With regards to pigeons, I would like to point out that droppings are a problem when there's a large flock of them. And the last time I checked, pigeons can spread bird flu, urinating in a building doesn't.

      As for the chewing gum, the argument for and against is quite established and I can't be bothered to type it out here. But the claim that some people do spit it or stick it in various undesirable places is true. I'm sure this is not limited to Singapore alone. I agree the ban is abit much but neither am I against it.

      still i dun think the police will catch foreigners on purpose. maybe they will be let off once. i saw a foreigner from asia smoking in the airport, and he was asked, albeit sternly to stop. no fines

    I don't know the entire details, but when I was in Hong Kong, my family there told me that Hong Kong was very strict on any kind of littering. You could be fined heavily on the spot if an officer sees you, Hong Kong has officers on foot patrol.

    In a way having heavy fines on littering may deter future littering and trash problems. Chewing gum should be fine unless you spit it out on the street. While walking down the many populated streets in HK island during the day, I've noticed the sidewalks was mostly free of trash, newspapers and cigarette buds. i was amused by cigarette bins every few feet and all of them had many buds sticking out.

    These are not too ridiculous, I know in the U.S. there is a city where you can be fined for putting ice cream in your back pocket. A lot of odd laws, like this, aren't really enforced in the U.S. but they exist.

    Apparently the Chewing Gum Law was revised in 2004, gum - only ones considered to be therapeutic - can only be sold by pharmacies who have to take down your personal information if you purchase. As well, proper disposal of the gum is a major issue...

      I thought Singapore was notorious for having that "littering gum" law where if you drop gum or leave gum on the pavement, you can risk getting fined several thousand dollars and get WHIPPED with a long BULL WHIP....several times.

      People who have had to endure this punishment still have scars on their backs to this day....

    wonder if people urinating in lifts were a big problem to put it in the fine warning about them.
    anyway about the question, the Philippines have this crazy rule about using your car, if the plate ends in 1 or 2, the car can't be driven on monday, 3 or 4 on tuesday, 5-6 on wednesday, 7-8 on thursday and 9 or 0 on friday. I actually got caught once, thankfully though I still had my Canadian driver's license, gave it to the cop and act as though it was the first time I heard about it. ^^ he tried explaining it to me in english, in the end he was having a hard time explaining the rules that he gave my license back and told me to just go away. ^^;

    I recall my parent's place definitely had people peeing in the lift :( sometimes you're in a rush you step into the lift to find yourself stepping in a puddle of pee =_= so fines doesn't always work cos they can't put police to catch people in all the lifts :P

        Actually in Singapore law, it is only illegal to sell Chewing gum. Buying of chewing gum in small quantities for own personal consumption is legal. Just don't stick the gum anywhere you please. :P

    I was surprised by how clean some parts of Singapore are. I wish it was like that here in the UK.

    The biggest shock to me was leaving a crowded Heathrow airport and arriving in a very beautiful, spacious and almost deserted Changi airport. There were even some students there doing their homework. o_0 No wonder their airport keeps winning all these awards.

    Littering is common in Malaysia.
    Even though the government encourages us not to litter, we still do so.
    I don't know whether those people realize what they're doing..
    It's not hard to look for a trash can and throw your rubbish there..
    I guess this is pretty common in all parts of the world..

      Because people used to paste the sticky chewing gum on lift buttons, floor, etc.. which cause lots of inconvenience to the public. So government decided to ban chewing gum in Singapore.

      Littering is still quite common here even though there is a fine. We had to depend on the cleaners to sweep the streets early in the morning everyday before everyone wakes up.

    it's just strong law enforcement by the government to 1) deter any offenders from causing trouble 2) maintain a strong, positive image and 3) earn more money through fines. hefty fines.
    even students aren't spared. my friend was caught drinking on a MRT (a type of subway) platform. luckily she was wearing her school uniform, or else she would have had to pay the full fine of $500 instead of the $50 she paid.
    sad to say though, these offenses still happen daily, at ever corner, just that the offenders aren't caught D:

    and lastly, a lot of people think that Singapore is a clean city... but in reality, it's a CLEANED city. we have like, thousands-strong battalion of cleaners, cleaning the streets of Singapore 24/7.

    I really wish I took a picture of it. In the train station I saw a ($1000 ?) fine jumping down onto the tracks.

    All those fines, and Singapore's reputation really had an effect on all the US sailors when we pulled in. Which is amazing because even the egotistical American 18 year old's acted like civilized adults.

    I still can't believe peeing in a elevator is such a common problem that you have to institute a fine for it. People must have small bladders to relieve themselves quickly and zip up. Unless they live in a high-rise. But how brazen do you have to be to pee in a elevator. What if someone gets in after you're done? How do you explain the urine all over the floor and walls?

    I think the problem is the same as Brazil... we have a f*ckton of laws, and every couple of years the government passes a law that makes it more expensive and more hard to get a driver license here.

    But the truth is: What out country lacks is not laws, nor more hours of driving practice in driving schools... it's EDUCATION.

    Plain and simple. Creating more laws and making people spend more money and hours in driving schools won't solve the education problems.

    But it is a great excuse for the government to say "they are doing something about it".
    It's very easy to do, they don't have to spend money on it (we the people do, not them), and part of the population is stupid enough to get convinced that the government is trying to do something about it.

    Sadly, most people disregard the common sense rules like no littering. There's this place near the MRT station near my house where there's almost ten rubbish bins (you see one here, you see another right in front. It's almost as if the bins are decorations) in this small area and people still litter as if it's nobody's business. >_____>;;
