Alot of the "ghosts" in the pictures are development errors made by the technician developing the picture. They are always fun to look at, but to me never scary.

What were the circumstances surrounding the event? Was there criminal charges filed against the kid? No criminal charges then according to the law he has done nothing wrong. So I don't see a need to expel him.
Have to really review the facts as to what happened. Did the kid really want to shoot the other or was he just messing around? Personally, I wouldn't expel him at all if it wasn't done on purpose.
