So basically the only way to really find out is to be in Japan and apply for a Engineer visa and see what there requirements are while applying for a working Visa. Gah! Hate regulations especially when its vague.

Just a note a Degree isn't required as long as you are willing to sponser somebody's visa only certain jobs e.g. teaching ask for a degree.
