Just 7.2Mbps? That's not amazingly fast, but I guess it's not bad for the price you pay and the areas that you can use it in. The lack of a download limit sounds pretty nice too.

Is it just me, or does it seem like too much to spend on dolphin food? I'm sure your dolphin wouldn't mind eating whatever is around the house, while you spend the money on something else...like food for yourself. Or manga?
It's not really needed, in my opinion. I don't mind scrolling to the top. On top of that, it makes it feel like you're missing out on part of the page because it's blocked by the toolbar.
