So sad!!! Radio Kaikan was my favorite place to visit in Tokyo. It has so much character and atmosphere. :(

I was just there (got home yesterday) and several parks where just starting to bloom or were about 75% bloomed. There should be plenty of Sakura for you to still see.
Your best bet is going to be Shinjuku Gyoen National Park, Ueno Park, and the Megu...
The entire state of California requires front plates. Have several friends who are Highway Patrol and local police. State vehicle code requires both. That doesnt mean people always have both of them on the car.

I was just in Akiba this past weekend, and the weekend prior helping to keep the stores open by spending lots of my hard earned monies. :) My luggage didn't appreciate it too much though.
