My girlfriend from Hong Kong says they (in HK, that is) do it because it means "win", which I suppose is the same as victory. You may already know this, but in the USA, we consider it to mean "peace."

Before I went to Japan, I was told how to use those kinds of toilets. However, when I was in Ueno, the stall was so tiny, I wasn't sure which way to face, so I ended up using it like a Western style toilet.
