For those that did not watch this series yet, this is not a fan service only show, the story gets much more deep in the later episodes. If you read the manga, the tone of the series is more dark and is quite a decent read/watch. Give it a try.

I doubt that the government would really close everything related to Otaku, afterall, moe makes people buy a lot of stuff they would normally note. Going against moe will cause the economy to suffer.
