If that is such the case, wouldn't laws be redundant? whats the point of having laws and punishments, since the criminals don't care about the punishment at all or think that they wouldn't get caught? since from what you had just said, are you telling me that laws and its penalties have no effect on people, and that people would commit because they don't care about the punishment at all? are you telling me that criminals do not care and do not fear the law? the anime "haters" are the same like other haters, usually the things they hate do not interfere with their daily lifes, they just seem to hate things for no apparent reason. I did say one of the reason is because they are unable to understand and comprehend the things they hate and its kind of human nature to fear and hate the things you don't understand/can't comprehend. from reading some of the comments I noticed that it seems that some sees punishment as revenge. however, I personally feel that punishment and revenge are two different things. punishment could or actually serve as a form of detterent, to put it "nicely", an encouragement for proper behaviour. while I do not disapprove of capital punishment, neither do I really support the use of capital punishment. oh, and something I learnt from the people who punished me, "arn't you asking for it when you get punished for doing so...
