Winters, here, are cold and long, but you still won't see many people putting clothes on their dogs. Mostly dogs just go out for shorter time periods if it's cold.
As for dressing them up in clothes just for "pretty's" sake — maybe they only do it at home, because I don't see it much. Personally, I'd do it if it was hilarious. We have a necktie for our cat that he finds humiliating, so of course I love it. ^_^ (
