1 - lulu is smart, he uses everything as it needs, nothing more, and nothing less, and still keeping a card in his sleeve to face thge worst case scenario. That's why if he used it on rollo, he won't have anymore card if rollo goes backstabbing him. On Shirley case, nothing but geass could erase her memories. 2 - geass is a power to control other's mind, not things, and neither people's life.
