Chikan or gropers on trains are still a problem in Japan. Crowded trains in particular make it easy for the chikans to get lost in the crowd and not get caught. One of the biggest problems in the past was the lack of understanding by others that this was a crime and that those who saw this action going on should help the victim rather than ignoring it. This poster on the train platform says "chikan is a crime. Don't ruin your life." Whilst talking to the perpetrators directly it also helps to bring the topic into the open and remind others they should speak up. What would you do if you saw a chikan in action on the train?
