Unfortunately most shops think you will do evil things with the photos and would rather no one know about thier shop than take the risk that your photo might have poor exposure.
But this costume weapons shop in Akihabara actually encourages you to take pictures in the shop! Of course this sign warns you to make sure you don't shoot other patrons without their permission and is very clear that shooting photographs while hiding under the skirt of female shoppers will result in a thrashing by shop staff carrying huge brooms.
