
Nearly forgot to answer this one - its for warding off crows. Crows in Tokyo have been a problem for a long time. When rubbish is thrown out in the morning, you hear them cackling to each other communicating areas with the most rubbish. They then swoop in and make a complete mess. Not sure how effective these black bags are though. Other methods used for warding off crows are CDs hanging on a string and changing the color of the nets that are used to cover the rubbish. The net colors deter the crows for a while until they learn that its just a net with a different color - and so the cycle continues. So far in our neighborhood, we've had green, blue and yellow nets for the rubbish - or "trash" or "garbage" depending on where you live. Maybe is something like the bottles to scare cats? Here in Mexico people would hang clear plastic bags half full with water to scare flies.

I see cans inside the garbage bag, so I'm guessing if a cat climbs the wall the bag would scare them? or if someone is hurt, they would bump into the bag which would rattle making a loud (from the cans) sound which would alert someone nearby?
Hmm, not sure... i remember someone once told me this is some kind of beetle trap or so... to lure beetles away from the house. But that was being said many years ago... no clue if it's true tho. Will find out when i move over there i guess... *stores a few bags cuz she hates beetles in the house tho* ><;
I had the same thought about insects. Like it keeps insects away from the house...maybe. The second thought was trash take out. It looks like it's hanging over an alley way so that might be it.

Now that was weird and I don't know why.
From the looks of things....it can't be garbage....the bags are too small. My next guess would be futons. And you know how futons are in Japan...they use em on Tatami mats which is basically the floor. In other words, the hangings are probably for disinfecting the futons against molds and mites?
Maybe it has food in it to feed birds? or donations to the poor people that happen to pass by.
or to repel certain types of incects/rodents

Well, maybe it's a deterrent for some insect or nuisance animal. I used to have something like that in the backyard for keeping away squirrels.

In rural areas of the United States there was a very old tradition of hanging bottles made of blue-tinted glass to trap evil spirits inside them. It's pretty much a product of a bygone time these days. I don't think this is the intent here, but it reminds me of that!

oh crows are smart! In Singapore they shooting crows as there's just too many of them ^^; and the crows started recognizing the colour of the gunman's clothing and avoid ^^; Also they tend to fly away when I point a camera at them ^^;;;; Those bags look like the crows would just tear them open eventually ^^;

At my place we've got our neighborhood racoon doing this stuff. I also got a family of skunks living in my backyard somewhere that likes to go through leftovers from barbeque -_-

Crows are indeed quite smart birds. A few weeks ago an aviary protection agency was forced to capture a crow that was terrorizing a neighboorhood, it was attacking male (only male) passerby's, seemingly for the fun of scaring the living daylights out of them.
Karasu scared the hell out of me in Tokyo, the first day I was there I wondered what the bird noise was. Now I listen out for them when watching anime. Our UK crows don't cause so much damage, but our sea gulls commute from the seaside into towns during the day and go to work opening rubbish sacks/eating discarded fast food. Some of them are the size of Albatrosses.
