Yup, the Red Ribbon army from the original series of Dragon Ball. I think the dude inside is supposed to me Mr.Black (no pun intended [by me at least]), one of the Red Ribbon Generals.

That's a combat suit from the Red Ribbon Army in Dragonball (when San Goku was still a child and fighting them, in search of the Dragon balls). Quite old school stuff, and the suit is definitely well done.

I can't decide if its really cosplay or a large statue. The metal looks real. So real that if that was a cosplay nobody could actually move in it. They again if it was some sort of statue why make one of the Red Ribbon mech? I mean there are much cooler things you could build.
They can make anything look real these days - probably plastic.
The Red Ribbon mecha from Dragonball! Fond memories. Transports me far away to the period when DBZ and its ultimate craze for saiyajin superpower weren't there yet. King Pilaf and his henchmen were in those. This suit is awesome, even has rust elsewhere. The guy looks like a crazy scientist and is really happy... etc., etc.
