I can confirm they are the Russian MVD (Internal Police). I know anime isn't banned in Russia, but I was trying to figure out if there was an important date going on. I guess none in October of 2007. If it was May of 2008, then two events would have caused the arrest (Medvedev's inauguration and the "Den Pobedy" parade).

well they are not actually troops, they are kind of like SWAT or Police Tactical Unites, just more hard core, evil and military like.

Depends on location. I know for the US, insignia and medals are no go, unless you are a veteran. Wearing military pants, like the camouflage, is alright (as long you remove any military insignia.) With Russia, hmm, no idea, but you are pretty much able to buy the entire uniform on eBay for a few hundred American dollars. ^_^

I live in Russia for the most of my life (even though am not russian), so I can tell that these are russian militia , and I am 99% sure. I dont think that people would be arrested just for dressing up as some character, i guess this guy was a psycho or was ona demonstration or something

lol i think its really unlucky and funny at the same time, that a cosplayer is arrested. just imagine what the people will be like when they saw a ninja turtle or a sasuke being handcuffed by police. Although i kinda pity those people but it simply HILARIOUS lol...ahem, pardon me...
