I watched that a few times and still couldn't comprehend what that video is about, so I did a little googling. Turns out it's a Anabuki Construction advertisement and something about their dreams getting ... bigger. It's videos like these that make you wonder if you should hire Japanese advertisement companies or send them to your competitors.

Tanuki and testicles have a cultural link, which is probably why they were able to "swing" it on national tv. From http://en.wikipedia.org/wiki/Tanuki -- "Older depictions of the tanuki show them as having large testicles as well, although this feature is often omitted in contemporary sculpture." I know I've seen them a time or two in this anime or that galge and thought "woah", just like Anabuki-chan.
