Itasha is sort of a pun, but yes its a car painted with pictures/decals/stickers of anime/game girls.

イタ車 - The "Ita" usually is short for "Italian" or "Italy", the "sha" part means car. Usually Itasha would mean "Italian car", but "Ita" is also the pronunciation of the word for pain "痛", which is what non-Otakus looking at an otaku Itasha would probably experience. 

So, "痛車"or "Itasha" = pain car,which is doubly appropriate since these cars almost always tend to be speedy Italian-type sports cars.

Note that it's not necessarily ecchi though, or even a girl from what I know. Pasting an anime character on your car takes either balls or obsession already, and making it ecchi, well...that takes insanity. ^^;

I think that free expression is key, and what someone wants to put on their own car is their own business. Unfortunately, not a lot of other people would agree with me. I expect that a car like that where I live would be smashed and torched in short order. Assuming, of course, that the attackers didn't think it was a set up by the cops.
