I think you have to take the legs off first. Not that that's hard--just keep turning the leg inward, and it'll come right off. And it's just as easy to put it back on again.

i'd go with something like "Brenda" or something. she'd be the daughter of a high level yakuza boss, currently a student by day, adult film star by night, but one day, while finding costumes she found those panties... they gave her superpowers... and that crazy costume. but she has to wear the panties around her ankle in order for her powers to work... so now she also fights crime in addition to being a student and an adult film star. and... that's my take on it.
