It really all depends on whether they have knobbly knees, or hairy legs. But sometimes, they can look extremely sexy on the odd few women. Mostly I'd have to say without, with the odd exception.

Here in Spain, the currently fashion in girls is wearing a lot kind of tights, with short trousers, hehe

Leggings for me. Tights look and feel more uncomfortable and remind me of horrible ballet classes when i was a kid. Bare legs are nice because you get to feel a breeze a lot better.

It all depends on the pair of legs in the socks and oddly enough the height of the girl, but i'm more of a knee/thigh high sock chap nomnomnom.

Stockings are like long socks and tights are one piece that goes very far up more like pants. ^^; I know, crappy analogy, but if you see the idea, it's good.

It really depends from the looks. I prefer some girls in tights and some in kneesocks.

Tights on young high school girls is a bit to Rkelly for me...I'm more into chicks wearing nice heels or boots than tights.
