I can only wish that the use of Lucky Star characters is because they have taken over the premises of an anime/manga store and have yet to produce a suitable promotional poster.

If they are indeed sending Lucky-Star cosplaying delivery staff, then .. hmm ..

I suppose it's legal. I recall they would hand out little cards a few years back to people. The cards contain pictures of the health care staff and their numbers.

I suppose since such delivery service is always going to be around, it's better to regulate it (to ensure the health care staff undergo periodic checkups, etc) than to drive it underground.
