I suppose it's legal. I recall they would hand out little cards a few years back to people. The cards contain pictures of the health care staff and their numbers. I suppose since such delivery service is always going to be around, it's better to regulate it (to ensure the health care staff undergo periodic checkups, etc) than to drive it underground.
