That's kinda dumb... I mean, sure it's cheap, but do those bikes produce enough torque to haul a car?
And just to finish on my usual gearhead way :-P , the rims on the tow look like Mini Lite's ! You know, the rims usually put on Mini Coopers (the classic ones) ?

Actually, those motorcycles will tows those car with ease since those are Honda GoldWing GL1800, powered with 1,832 cc six cylinders engine with boxer (opposing) configuration.

Um, so if it's just a pair of officers on patrol - I assume that's usually what happens - what happens to the officer whose bike gets transformed? I'm pretty sure you're not supposed to ride in a car being towed.

It should have, the bike has a 1.8l, 6 cyl engine. Thats double what my old mini had!!! So more than enough.

Well, it's those bikes in tow mode (note that the one in the background looks like a scorpion, especially with the stuff that resemble pincers).
Now see that it is the back of the bike, with the additional unfolded gadget (which is composed of the two wheels and a metal bar) in order for an  unfortunate car to be attached to it and be kidnapped without prior notice. 
Now, as for when and how much is the ransom and where is the place you're supposed to leave the cash... Don't ask me.
