They are known as the "reaction guys" they are a popular 4chan meme, i think they originated on futuba channel, not sure though.
"Reaction Guys" is for trolling purposes. "Gaijin 4koma" is the real name for this meme.
Although a typical Gaijin4koma would be more like 'picture 1', 'bored reaction', 'picture 2' then 'excited reaction'.
I've seen utube quizzes like this. Where u guess butt or boobs, or shoulder or butt in close up picks. Didn't think it was enough to make a show.
Kinda looks like the stuff that goes on at 4chan. One picture is posted, and then people make modifications and you have a ton of different versions of it.

that 4 panel comic is called "Gaijin 4koma" or "Reaction Guys 4koma" which originated from 4chan. A Gaijin Yonkoma is usually interspersing 'good' and 'bad' images with two stock reactions. The reaction pictures used show four attendees at E3; a group of editors from IGN responding to Nintendo's E3 press conference. One picture has the four sitting in chairs, with little emotion, representing Nintendo's mediocre 2003 conference (in which the central point was the failed GBA-GC "connectivity" feature); the other shows a similar group cheering wildly, representing the 2004 conference (in which the Nintendo DS, The Legend of Zelda: Twilight Princess, and many other major projects were revealed).
