No, no. They (normally) are 100% female. The special thing about them is that they put on a large dose of dark makeup, bleach their hair to an extent and also enjoy lots of UV rays (to tan).

It's very hard to find a good looking Ganguro; Though most have good looking proportions, the overall makeup scheme and the tan really kills it. It's an over done tan~
I think I've only seen one attractive ganguro, and that was a long time ago :(
