For those who don't read Japanese, this sign says "Warning: Perverts lurking."
This sort of 'pervert warning' sign can be spotted throughout Japan. Don't know what it is with Japan and pervs but a lot of it seems to happen on trains too which has lead to women only train carriages (read how my colleague got groped in that post).

I didn't see such signs when I was living back in the UK although a few of my Japanese friends encountered a flasher on the underground...
I suspect each country has its share of pervs. Maybe they should be given a free supply of Tenga so that they can keep their hands to themselves.

With a rather inexistent crime rate (I would say rapes and/or aggressions in that case), deviant Japanese people compensate with less repressed behaviors... And being a pervert/stalker is one of them.

Allowing certain clichés in culture (strange fanservice) or not going against certain practices (I still don't understand the idea of USED schoolgirls' panties in certain vending machines by the way) could encourage them to continue being this way, but I am not the one to judge about it.

Japanese culture is decidedly unique to my sense.

Yeah there is a fare share everywhere, including the USA. I would say that they are lonely more than anything, however that doesn't give them the right to go around touching women, at all. Nothing wrong with admiring women, but when backed into a corner or they feel uncomfortable at your staring, time to stop.

Of course not many guys can do that, but a relationship should be more than "doing" or "pondering" the down and nasty. I look at it this way: respect a woman like any other person, because if you get beat to a pulp I will be laughing =). The "nasty" is a bonus in a relationship when two are comitted to each other. It's gotta be more than just the nasty.

Um here in the USA we have no such signs. Try and grab something though, and you are likely to either face lawsuit, or beat to a pulp (and you can't hit back). More than likely the latter =D Again I will be laughing at those brave enough to try =D

Everibody has a pervert side but this is to much, it's true that Japan men are really pervs according to what some friends of mine told me when they went to Japan but this is to much. We don't have those types of signs here, if a man or woman (can't imagine a perv woman in public street) acts like a person then he/she will be in a world of pain ^^, normaly when a man acts as a perv in front of a woman the most common thing to happen is that he will slapped or even punched by that woman and there'll be cops of course on him ^^

Every place has a pervert.  Living is so condense in Japan that people can cop a feel while claiming it to be an "accident" in my opinion.  I hear women only sections are getting more popular due to the rise of perverts.

somehow, singapore also has pervs. they often take upskirts of girls on escalators, or from some funny angle that can allow them to shoot the pantsu. and the recent shopping centres also encourage such things...hard to explain though.lol..

In the UK, as you said Danny, we don't have much of a pervert problem. I guess it's because most of them dont openley go around being perverts. They usually do it in secret and thats why we dont know they are there XD In the UK its mostly people trying to chat women up than trying to grope them i think.

maybe it's because it's hard to get anywhere in London without getting caught by a police camera. I can imagine if anybody tries to group somebody then the police would have a picture of the offender in no time.

Can't really think of any place I have been that doesn't have perverts.  Anywhere you have people you find them doing their thing.  Wait long enough and you will see it happen to someone.  Like the guy who touched my fiancee's bottom.  Grrr... 

I think we are more aware of what we see in other cultures and countries than we are of our own.  Many of the Japanese I have known see such things as a problem, but explain it away as part of life in Japan.  A young female friend once said something to this affect.  As a young Japanese woman she is careful on the trains at home, but see nothing wrong with riding a subway late at night here in the U.S.

Of course the following doesn't apply to you Danny or most of us here.  That is, many here in the west are quick to follow in the fad of pointing out the faults of others -whether it's another's culture or organization- as if they have none of their own.  As Christ said, let he among you without sin cast the first stone.

Err, I will surrender the soapbox now... ^^;

If signs like that were put up in the UK some preassure group would no doubt start complaining that it breaches perverts human rights, they would then be taken down and someone from government would have to resign so the government doesnt loose face.

In my town, the perverts are either at the porn shop, or the library. No, they're not more intelligent, there are just more unsuspecting women and unattended children. (so glad I don't work there anymore)

I have came across an article online (can't remember the site) that there is a "chikan male brotherhood" where members meet up to discuss tips & techniques. Most members are everyday people like teachers, workers & a priest? o_o

This has also given rise to a new genre in AV as well... so i guess its maybe a male fantasy problem in Japan?

There was also a news clip on YouTube from Japan that featured a guy caught for  doing some indecent act in public...

I guess the culture is different. People may not want to get involve in stopping such an incident? Police dun want extra responsibility? Legal system problems? Females don't really speak up about the incident but that maybe changing now? (Can't really say this is true or not as I dun noe any Japanese female friends or have lived in Japan long enough to know better, this is just my opnion after reading a couple of articles about Japan chikan, I could be wrong)

On a the other hand, I believe not everyone is like that in Japan or the ppl who comment here on this blog... maybe we need more densha otokos to stand up to these guys:

I would think that pervs actually exist everywhere regardless of nationality. My friend got groped by a few males when she got too drunk in a club, guess maybe they were trying to be too "friendly" with her.

Anywhere u go there will be peverts lef and right. Like my school. I was drawing a ecchi picture for fun and this ki was acting all werid around me, he was calling me a perv but im not i just enjoy drawing random pictures.

Perverts are a problem of any country. I had heard that one Russian Orthodox priest had affianced two geys. But after it he was defrocked. Perversity in all senses is a sin. I had seen perverts when I was served in Russian army. It's not good experience! I dislike this social phenomena! It's a dreadful mental disease of the world!

That "women only train carriages" reminds me of a manga I read wear a boy mistakenly got on a "women only train carriages" and gets raped by a bunch of women. 
As for Perverts in my area theres a lot of pedophiles.
I do conceder my self as a harmless pervert. I will never hurt any body and never watch or support any thing that hurts people for sexually resins or even think of it. But as for manga just about any thing goes. Including lolicon stuff.

I'm not surprised given that in the Japanese news, there have been reports of people, esp children, being sexually assaulted.  That sign is probably outside a school or college, maybe even a public bath.

The Philippines (especially Manila) has its fair share of pervs. As been mentioned earlier, a whole section of every train that passes through the MRT system here is devoted entirely to women. It's often a very tight squeeze and I find myself holding on to the overhead railings with both hands just to show that I'm not feeling anyone up.

I haven't seen any pervs here in D.C. or heard about any. Just the usual reaction from guys when a "kawaii" girl walks by, stare, turn heads and watch as she disapears in the distance. Its funny to see them do this.

Well, perhaps a pervert was spotted at that area, so they put up a sign there to say "Watch out for perverts".

I've heard from a friend of mine (who loves to observes cultures) that the law of Rape in Japan doesn't seem to exist but only for tourist , in which I was quite convince since he said to me that " have you ever heard of a local rape case in Japan ?" He also said that this urge of "pleasure" from men is something that had been on since the very old times of Japan's culture. He also said that this is also due to "men being dominant on (almost) all aspects than women; a reason why when there's a woman being "mistreated" in japan even if she can definitely fight back or refuse (whether if ther are people around around / public or not) she just couldn't.
