It's funny how people automatically go into light and time theory when you talk about this kind of stuff. The first part is just a simple trick of the brain, not light or time. The human brain see things at about 30 frames per second, hence the reason some video games have frame limiters set at 30fps and why most tv shows and movies are set at 29.9fps.
