Lulu's immortality might be given by C.C too cos after Lulu' death, there was no more scene showing on him or saying if he still has the geass in his eyes. Like it's said, the code only activates when a person dies... so now no one will know if lulu still has the geass or not.
It's very obvious the cart driver is lulu. Further things will be explained in other sorts of media..
