This is an "Itasha" and Sugoi [凄い[すごい]] means "incredible", "amazing" and used when one is generally wowed, impressed or stunned by something.
It can also be used as an adjective like "Sugoi Atsui" [凄い暑い] meaning "incredibly hot."

I would drive an itasha but this...

Too offensive for many, including me.

If i drove that the cops would pull me over.

COP: Sir... i noticed your vehicle doesn't have a Centre High Mount Stop Lamp. That's an MOT failure. Nice picture though...

I've seen that one before. It seems to be part of a brief rash of Photoshop(tm)ed photos by people having some dubious fun with the idea of Itasha. There was also one of Card Captor Sakura and her friend which was obviously 'shopped, and also tends to place the date of the hoax about 2001...

So... is driving one of those officialy into X-Games already?
Or on Jackass or something. LOL
I dunno, but I think people would actually hit that car on purpose just to screw with the driver if it was here in Brazil... Catholic church is all over.

This is indeed a Sugoi Itasha, I wouldn't drive it though (too lazy, don't have license yet -__-)
For those wondering the girl is Princess Silver from Yume no Crayon Oukoku and it's obviously a (old) photoshop (the cg used has panties iirc, it's from tareme paradise).
